"Changes in the Neighbourhood" was co-published by Human Resources Development Canada, the City of Red Deer, and the Alberta Real Estate Foundation, with funding support from all three organizations. As a result, we are able to offer it for 'transaction cost.' You can download the pdf versions below for free.
